Over 30-year law enforcement career, Ron has instructed more than Ten Thousand personnel (sworn and civilian) in defensive measures/tactics, escalation of force, control tactics, lethal weapons, self-defense, Active Shooter response and Martial Arts. Ron has also instructed numerous national law enforcement symposiums to a wide range of Law Enforcement Officers (LEO’s).  In addition, Ron is a member of numerous “Halls of Fame” for years of service and achievement.

Dr. Layton retired as a member of the Senior Executive Service (SES), supervising seven Secret Service Divisions and seven subordinate Special Agents in Charge (SAIC). Ron worked on the elite Presidential Counter Assault Team (CAT), which serves as the principal and immediate tactical response to a terrorist attack on the President of the United States.

As a CAT operator/assaulter and supervisor, Ron worked hundreds of protective movements, protecting Presidents Clinton, Bush (43), and Obama; Vice Presidents Cheney and Biden, domestically and overseas (including in two war zones, Iraq and Afghanistan); and numerous visiting foreign heads of state. Working as a member of the elite US Secret Service Counter Assault Team, Ron received highly specialized training, including the following tactical domains: motorcade tactics, close quarter battle, explosive breaching, use of specialized munitions, improvised explosive recognition, terrorist tactics and weapons systems, building defense, and tactical egress tactics and specialized force options. In this capacity, Ron commanded  the Counter Surveillance Division (CSD) as well as all authorized counter surveillance activity around the White House complex and in connection with other Secret Service protectees.. During this time frame, Ron was also the Secret top Intelligence Official at the agency.

In 2018, Ron was as the Deputy Assistant Director for the Office of Protective Operations and supervised the Dignitary Protective Division and all former Presidential Protective Divisions. Ron also supervised the daily operations for all visiting Foreign Heads of State.
