William Cook is a retired law enforcement officer from the Oklahoma City metropolitan area and a former SWAT/SRT operator. He has an advanced police officer certification and advanced law enforcement instructor certification. He is a certified anti-terrorism instructor and is “active shooter” certified in Terrorism Response Tactics. He is a certified NRA firearms instructor and certified martial arts instructor in Japanese Kodokan Goshin Jujitsu (2nd DAN) and Law Enforcement Taiho Jutsu (1st DAN) through the USJJF. Mr. Cook has study Taekwondo, Traditional Karate, Brazilian Jujitsu and various other arts. Mr. Cook has 34 years of experience in law enforcement.
Mr. Cook has a long-proven record as an outstanding leader and law enforcement infrastructure developer over local and international organizations with manpower ranging from 10 to 18,000 personnel. He is known for his persistence, perseverance, and dedication in managing organizations and teams in extremely harsh, fast-paced, and high-consequence environments. He is a team player who is not afraid to work independently with confidence and ingenuity.
Mr. Cook served 13 years in Oklahoma law enforcement before being recruited by the US State Departments US International Police Contingent. Mr. Cook served four, one-year tours of duty in Kosovo (Operation Joint Guardian) assigned to the United Nations International Police. The United Nations International Police Force was a federal-level international civilian police force made up of officers from 140 countries. Their mission task was to conduct peace and stability operations in a post-war conflict area where mass civil unrest existed. Those tasks, among many others included completely rebuilding the national police force’s infrastructure, defending persons and property in cities under siege, extraction of local and international personnel from hostile areas, and conducting riot and crowd control operations. During his first tour he was assigned as the chief training officer of an international police station with 200 officers where he was later promoted to chief of staff.
He reenlisted for a second tour and transferred to the United Nations International Border Patrol serving as a border detachment team leader in a conflict area on the Kosovo/Macedonian border where new hostilities had arisen. Mr. Cook reenlisted to serve his 3rd and 4th tours in Kosovo again. He was selected for the United Nations International Special Operations Group (UNSOG). While serving in Special Operations he was initially assigned to the dignitary Close Protection Unit. The UNSOG CPU was responsible for the close protection of international judges, prosecutors, and high-ranking diplomats.
He was later promoted to chief of staff over all the UN Special Operations units in the Kosovo Theater of Operations, which consisted of approximately 1500 special operations personnel mission wide. After his mission ended in Kosovo, he was deployed to Afghanistan (Operation Enduring Freedom) and assigned under US Department of Defense command, through the US State Department’s Bureau of International Narcotics & Law Enforcement Affairs (INL), as a Dyncorp contractor where he served two, one-year tours of duty. During his first six months he was assigned to the U.S. Military (ETT’s) Embedded Training Teams. While assigned to ETT, he served as a mentor and advisor to the local provincial brigadier general in an outpost on the eastern border with Pakistan. Mr. Cook was engaged periodically throughout this time in heavy combat, under direct hostile enemy fire. Mr. Cook was later promoted to international advisor to the Afghanistan Ministry of Interior Affairs (MoI). Shortly after his appointment to the Ministry of Interior Affairs, he was again promoted to senior professional border police advisor to the Afghanistan government and director of the international border team staff. Mr. Cook was tasked during this time to establish an 18,000-person National Border Police Force, coordinate all aspects of its entire infrastructure development, and direct the border patrols international command staff at the National Headquarters. Mr. Cook’s command Area of Responsibility (AOR) was the “border belt” in Afghanistan, approx. 4,209 miles long x 30 miles deep, and was bordered by six countries. His command AOR also included the Kabul International Airport Police and three Afghan national airports throughout the country.
After the completion of his mission in Afghanistan, Mr. Cook returned home to his family in Oklahoma and continued his law enforcement career in the OKC metropolitan area. Mr. Cook is also the founder and CEO of Shadow Guardian Tactical LLC, a tactical training and security consulting company based in Oklahoma City.
